rx 480 is overkill in 720p. If you want better graphics and resolution play it on 1080p. Or if you just want to play in 720p buy something like the gtx 950.

Yes, you have a major bottleneck right now. The a6 7400k is an old cpu. Not suitable for gaming. I'd recommend an i5 if you wanted better performance. Ditch that CPU and get a better one.

the HD 6570 is better but i don't really recommend buying those if you're gaming in 2016. Save up for a better card and the performance will be worth it.

That build is fine. The Corsair Builder 500w is an ok power supply. Though if you're going to use that build for gaming, you should consider an r9 380 which i think is cheaper but a bit stronger than the 960. Overall that's a good build. but i think you should buy a cheaper i5 like the 4460...
