Is this your personal computer or at work or something? You need to have administrator rights to access the command prompt. Go into your computers user account settings and see what it has your account listed as.

The ability to set aside system RAM to integrated CPU graphics is completely dependent on your motherboard, not windows. Some motherboards with less features will not have this option. I am guessing that your Dell falls into this category, you probably won't be able to do it.

Tired all of that. My guess is there's something on the HDD that is confusing the boot process. I dont know what it would be though there are not any ISO files or anything in the root directory.

They are removable so its possible they list the cooler as compatible but thats only if you take the cards off. Thats not an option.
