try jumping your psu from the 24 pin mobo plug using a metal paperclip. If the fan on the psu doesn't start, your psu is dead. If it does start, recheck all your connections, 24 pin mobo, 4/8 pin cpu, etc. This website will tell you how to jump the psu...
