No, the task manager is showing around 50 to 70% CPU usage. Other applications are not using much CPU but for some reason it still does not want to come down from 100 :(

what will happen if I use that graphics card?

Since I've installed new windows on my computer the CPU usage has never gone down from 100 %, help me please. I'm very annoyed by this. Will reinstalling the Windows help?
