I'm currently having a problem of my fans and psu still running after windows shutdown. The monitor would turn off but the fans, led lights, and the psu would still be running. If I hold the power button on the case, it would turn off. If I switched the switch on the psu, it would also turn off...

Yes I've upgraded it. But the thing is, I used to be able to install 64-bit with the same exact disk. Only thing I've changed with the ram and partition the HDD. I've done various memtests and chkdsks and even cleaned the HDD in command prompt to restore it to one partition.

I just ran chkdsk yesterday and there were no errors. I can still run 32-bit Windows on the HDD as well.

I already deleted all the partition and create one and only one primary partition.
