well, well, well.... shooting up to 100% for a second while your program is starting is OK, such trouble is no (especially if the graph is correct an you haven't done anything taxing to your CPU)... my bet would be on thermal throttling - had about the same problems when I kinda forgot to plug...

    Theoretical Mini Fridge PC

sure it is possible. back in the days (last millennium and the era of 266/300MHz celerons) people tried to cool their machines in various ways. so a jury rigged water cooling based off a engine water pump was fairly common and some of us even tried their luck with a fridge/freezer. there are a...

    Cpu Cooler Question

yes you should... because of manufacturing tolerances, no surface is perfectly flat. thus you use the paste to fill the gaps between the cpu and cooler. new cooler means different gaps to fill :D

    FRTC or V-Sync?

as stolen from somewhere else> FRTC will try and cap the frame rate to whatever you set it to. The clock speeds on the card will be automatically dynamically adjusted based on what is needed to maintain that frame rate at any given time. So if the demand is lower, then the card will downclock...

    Help with requirements and CPU

well, 1, the game heavily depends on gpu and gt730 is a lot weaker than the gtx260, so if it starts, it may be a stutter-fest (if not outright unplayable) 2, the game likes to use 4 threads, so it will max out the dual core you have and then it will stutter a bit due to cpu limitations...

    Help with requirements and CPU

well, you can install without any problems core2quad cpus - just check with your mobo, what cpus it accepts. anything newer and you need to consider new motherboard too (and should you go with 2011-3 or skylake, you should consider new ram too)

    Budget pc build for 250$

$250 is usually under the line where is viable to build a pc on your own. a prebuild pc will probably be better and cheaper (because big manufacturers buy stuff in bulk and thus way cheaper)
