r5 1400 will be good since i see a lot of benchmarks that the fps is the same in r5 1400 and r3 1200 but for better results a r5 1400 will be good -

maybe one of your compenents fried try to see if there some thermal paste on cpu and for gpu if you have afriend test your gpu on his pc -

Safe overclocking values for strix gtx 960 4gb???
first reset your default gpu mhz by returning to manufacturer website and using msi after burner then you can oc if you want- RaZooR

Computer turns on but no signal to monitor
my opinion if you have a friend that have a good psu take it from him to try if problem from it
