If all of that is working then most likely not your motherboard. You might just try taking it all apart and putting it back together. that's the easiest way to find something that's missing

Do keyboard/ mouse power on from the MOBO usb ports?

And you plugged the power into it?

Is your graphics card fan spinning when you boot?

There's a million things it could be, try reseating the ram all though it shouldn't have been removed. Also make sure the 24 & 4/8 pin connectors are plugged into the motherboard. Also make sure all of your front I/O are plugged into the right pins. Umm and make sure your CMOS battery didn't...

I don't believe that the PSU would be dead if the LED works....

Just for giggles do you have a graphics card you could throw it it to test? I have heard of integrated graphics being often DOA.

Have you tried disconnecting your hard drive? If not try to boot without the HDD.

Have you tried the keyboard in the same USB slot as the mouse? And are you doing front I/O usb or mobo usb?

And when you say your fans don't spin does that include the graphics card fans?

Are the beeps together or is it one beep a few seconds pause and then another? Also, are you using integrated graphics? If not what card do you have?

If your motherboard needs the 8-pin CPU power make sure you have that, if not it would only be 4 pins. Also make sure the 24 pin on your board is seated all the way. If you can plug in the small speaker that goes by the power and reset switch pins and listen for post.

I got a PowerEdge T300 motherboard and a 600W EVGA power supply. Well the all components are installed but I don't know where to put my button. I have a basic momentary button but the factory power switch is a 40 pin. I need to know which to pins i can power on with... Or another way to boot. Thanks
