Did you get this solved? I found sometimes everything works after reseating as the motherboard has shortcircuited. That is a sign of motherboard needing replacing probably.

I have something similar lately. Try start the pc lying flat after reseating the RAM and just make sure the cpu heat sink is stable. I am never brave enough to plug out cpu fan. I will just replace the stock Intel cooler when I reseat it.
