I have had a similar issue, mine was due to a fan as the airflow was making a funny noise as it rushed through the back of the case. When these noises occur, what are you doing on your PC, are you going intensive tasks which could speed up airflow causing the air to make this "high pitched" sound.

Can you enter the BIOS? Try pressing "del" or "f1" when powering up the PC. If you can enter the BIOS can you see if the computer recognises if there is a operating system installed

Nope, well, not really, the performance will not be very noticeable if at all. GPU's don't really use enough bandwidth to max out a PCIE 2.0 slot. Just keep your current motherboard for the time being.
