Front panel USB ports typically have a little micro PCB that is made cheaply and susceptible to failures. My home built PCIe3 system with a major name brand case is like this. One USB port is dead.

eBay is a good resource sometimes for these specific recovery discs. If you can find the SKU of it, setup a search and have it email you results when one pops up if there aren't any current listings.
