maximum voltage and oc can vary between cpus and different models of motherboard. it may be that 4.5 is the max that your board/cpu can attain. that being said, the best way to find the limits is to mess arond with the voltage/multiplier untill you hit a stable point at the frequency you want...

if it only happens in rust, then it is likely that it is the game being glitchy. it is an early access game if im not mistaken, so not all of the bugs will have been ironed out as of yet

i don't think that is it either, as per core usage also appears to be rather low (about 20-50%) checked with msi afterburner
