Cooler master 850w psu is not the problem as 1650 was in bottom slot and worked fine

<SOLVED> I've had a motherboard for a while that has had a problem... The top PCIE x16 slot works with an old GT 710 (pcie 2.0x8 runs @x8) but not a gtx 1650 (pcie3.0x16). Both gpus work Chipset x16@x4 slot works with both GTX 1650 does not have power connectors I doubt it is a psu issue BIOS...

My brand new Lenovo S340 with Ryzen 5 3500u and Vega 8 graphics keeps crashing when trying to play a game. Matchmaking or loading a level makes the GPU crash at least 2 times before it works. If it works the games will last 5 minutes before the GPU resets and crashes. This is not a cooling...
