    Update: The LEDs I am referring to are integrated into the motherboard and remain on when the PC is powered down as long as the power remains connected. If the sound is from another component then it would ba a motherboard component somewhere very close by as I have discounted removable components.

    If hitting it seems to help, then it seems quite likely that a component is loose. Loose RAM chips could certainly lead to a booting cycle. Does the motherboard have a speaker attached? A speaker should be sounding out a beep code, this code can then be checked on the motherboard troubleshooting...

    Without the graphics card plugged in, sorry I should have said that part. Take out your graphics card for the first boot. once your operating system is installed, you will have some basic drivers. Windows is pretty good for that.

    Plug your monitor directly into the mother board socket. The drivers are not yet installed for the GPU, so it cannot show a picture. This is perfectly normal. Once the drivers are installed for your graphics card you can plug the monitor back into it.
