I managed to solve it! The cause of the problem was not with the graphic, but with my Logitech mouse software, specifically LogiOptions.exe. When I stopped it from starting, the problem went away.

I managed to solve the issue. It was a corrupt file. I just ran the "shortcut arrow icon overlay file and its now all fixed.

Thanks for the suggestion. I tried taking the board out of the case but still no go. I also checked and reseated the i7 chip and fan just to make sure it was in correctly. Whats next? (I do have a multimeter.)
