Same problem but I don't get constant fps either I get 280 or 270

Hi I have built a new computer and I installed Csgo on it but when I cap the fps,the fps fluctuates from 298 to 270 on 1024x768 and is never ever 299 but when I don't cap it ,it stays above 300 everytime pls someone help me any help would be appreciated I also set the power settings to high...

I have a gigabyte h110m-s2 mobo on which i hav installed windows 7 using gigabyte's special tool. Now i want to turn off the secure boot but the option is grayed out in the bios when special features is set to other os (and not windows 8/10) any help would be appreciated Thank you
