I have exactly the same problem as you described on my new rig 13600k + 4060 with high fps… have you fixed it?

GPU driver was installed from nvidia's support site.

made an edit in my first post source of installer the os is USB. Windows downloaded from official site and activated as well.

Problem solved by changing cpu to intel.. no more AMD builds :)
