Mildly moist rag with a few drops of dish washing liquid should do the trick. Nothing that'll be nasty corrosive. Windex should do it too. That is what I use. Or just polish away with a regular rag if you don't want to risk anything. But use some microfiber rag to avoid scratches.

It should be possible to run mismatched cards in SLI.

Specs? Do you have an additional PCI slot? Maybe try it there, or reseat the gpu / power connectors (both on GPU and PSU end) It's also a oldish card, maybe you need to bake it?

CPU's are surprisingly resilient. Also, the pins are on the motherboard, as Dunlop says. I've had thermal paste on the "connector"-side of an Xenon-CPU I found in a trash can. It worked.

Have you looked in Program Files\Steam\SteamApps\common ? C:\Program Files (x86)\Origin ? Maybe accidentally went back to a previous restore point? Not that it makes much sense, considering everything else is there, but I don't know if the restore point only deletes recently installed games...

Have you disabled the card you don't need? That might be a fix, and do you move the monitor cables from card to card when you need to use on or the other?

What's your X264 settings? Try setting it to "very fast" or higher, the "slower" it is, the more cpu it takes. Also, what are your OBS-settings? Resolution and such. If it's impossible to fix use Shadowplay instead, it has minimal impact on your CPU.
