Sounds like your pump isn't working. Or possibly, there is a hose that protrudes from the case and is being pinched somewhere? A flow restriction could do that. Is there a clear reservoir that you can see the fluid in? When you start the computer do you see water moving in the reservoir?

Oh, I'm not doubting that it works. Mine is able to cool to about 14C with the chip OC'd to 4.4Ghz @ 1.25vcore with the Cache OC'd as well, that's a TDP of close to 225-250 watts under full load. If I were to turn my OC off and run this at stock speeds I bet I could get down to the 10C mark...
