The i3-8350 will be fine. It's a quad core w/o hyper-threading and will oc like a champ.

    GPU downclocking while gaming (GTX1070)

Not the laptop, but i've had this same issue. First, check temps. if they're good and power draw is good, which with that laptop they probably are, then the driver may be crashing. When i had this issue it eventually went way on it's own so i unfortunately don't have an exact solution for you.

    Upgrading gpu or monitor

If it's within budget, go with a 1070. It'll do great for gaming and can handle any GPU accelerated work you throw at it. If you get a 1080p monitor, then you can save some cash and go with a 1060. Depends on how much you like eye candy for games.

    Cpu best for gaming

Go with the I5 if it's a 3rd gen.. Fewer, faster cores are what games will take advantage of the most. The 8350 sounds good on paper, but it's mediocre at best. Granted you have proper cooling, a 2nd gen i5 will out do a 8350 when overclocked. And if it's still in the budget, get the 1060.

Need help on deciding on an SSD or HDD for my computer

Depends on how much space you need vs how fast you want your storage to be. The HDD you linked is pretty good, it'll get the job no prob. But an SSD for the same price would be about 128GB, maybe 160gb if you find a sale. You may consider a SSHD, basically an HDD with a small about of SSD...
