SOLVED. problem was the board. it was cheaply made and had compatibility issues with the Q9550 even with bios updates. bought a 780i PC runs great with Q9550

the issue was in fact the compatibility with the UFEI video card on the old motherboard. the fact that I was seeing the same symptoms on the 760 before replacing the motherboard must have been a coincidence. computer is running fine with the new board and 760 on windows 10.
