It sounds to me like your motherboard doesn't support overclocking. It should have the option to increase cpu (fsb) frequency, voltage and memory divider.
Also, do you have a Manchester, Toledo, Windsor, Windsor 2 (lower tdp)...Socket 939 or AM2?

I would go with the 6350 as well. Get a hyper 212 evo cooler or equivalent. The 6350 will help you with those mult threads you plan on using at the same time. The i3 4160 is stronger (usually, not always) in gaming, without having a ton of other things going on at the same time, which you plan...

Bethesda hasn't progressed much in the programming department in years. I am totally unsurprised at how poor that game runs. I think too many people are blaming the consoles rather than the sloppy programming (more like brute force porting) of these developers.

Download a program like Speccy, CPU-Z or even both, use them, and either take snapshots to post here, or copy down what CPU, motherboard, RAM, power supply unit you have for starters.

The FX 6300 is better than that CPU. Toms seems to have some odd ideas at the top of that list, especially regarding i3 cpus. The Haswell i3 can defeat a 6300 in a number of games (and vice versa), but earlier i3s are bested by the FX.
