I've actually found out that it's steam doing it after I boot up my computer. It verifies the installation, then my network usage shoots up to ~14% and I'm unable to connect to the internet unless I end the Steam.exe process.

Well the tests didn't say anything was wrong. :\ Maybe something is just off balance inside of it? Another thing I should mention is that it only has a few steam games on it (other HDD got full), and it goes away (for at least a few hours) whenever I start up one of the games.
