    New (A few months old) Build won't boot past any operating system's loading screen.

    Try different RAM. If you have multiple sticks in the system try them one at a time. Also check the GPU once if you can stick it into friends PC.

    I had same problem recently. Replacing the motherboard solved it for me. Also I don't think it should be the CPU. I suspect it's the PSU or Motherboard. You can check your CPU, other components on another system(on friends system or somewhere) just to confirm.
