This commonly happens in Windows 10 if your computer goes into sleep mode. Are you sure it's actually off and not in sleep? It would explain why unplugging your PSU works. Easiest solution is to disable sleep mode if so.

What's your budget like? Honestly, if you can spare $300-400, you might get a pretty big performance boost by going with a Ryzen (the $ includes the cost of a new mobo and ram)
