So I attempted to overclock my computer , after messing around with the voltage I maxed it out +0.775 and now my computer won't shut off or connect to the monitor , HELP ME BROTHERS

Having some trouble with my fans 1st System fan is steady at about 670 Rpm and 2nd System fan is steady at about 1380 Rpm Is this normal ? and if not , any ideas what is causing it ?
