well normal update bios can low the hot system pc, did you turn off sleep mode/hibernation mode (too never turn off in 15 min).

pcie 3 vs pcie 4 is already very discustion, isnt to much diference between both if you get gpu with larger VRAM (so they dont take the slow pcie3). I with Ryzen 5 5500 for a year and all good.
