Maybe the capacitors in the PSU are slow to charge and don't hold their initial charge correctly. I'd call it defective. Get a Seasonic unit instead, they QA their PSUs much better.

Gigabyte and ASRock appear to have the best boards. Asus are doing OK too. MSI have the highest failure rate of Z170 motherboards (currently, and forecast to continue as they rushed them out early).

The i5 4690k can overclock but it won't be anywhere as fast. The i5-6000 series has an extra pipeline over the 4000 series, which makes it about +33.333% faster in heavy code.

i5-6600k is the only one that supports overclocking of your listed CPUs.

The 1000W PSU is fairly likely to resolve your issue, Rosewill PSU's are utter garbage.

That is an OK score for that particular processor. Note that some processors have LOTS more cores and some systems have more than one CPU socket for multiple 'multi' core processors which is why they score so high. I think my system scores around 750 marks using the Intel XTU from memory...

The i7's HyperThreading is not really beneficial in today's games, nor is it likely to become a benefit in the next 2-3 years.
