no we had separate ones and I tried reinstalling the game 3 times already

and I tried the dll file thing but I don't know what he means by the second one cause the game im trying to play doesn't use steam I think its got something to do with windows 8 because it started as soon as I installed windows 8 and one of my friends that has windows 8 is getting the same problem
