I both reset and reinstalled windows, a day after each other. This, as I am realizing now, has been an issue with this card since the day I bought it. I always thought it was my Xeon processor bottlenecking but that isn't it, I've upgraded processors, MOBO, HDD to SSD, and ram.

If I push settings to high, in almost any game, no matter how well it runs at low settings, my FPS does tank. I have 64gb of ram and this occurred both on my old Xeon processor and the same on my new i7 10700K.

My temps are kinda weird I'll be honest. My GPU pretty much never passes 65, idles there pretty much all day, even under load. But turning the fans on higher will bring it down to around 50-55. Cpu is fine, and the issue persisted through getting a new motherboard and cpu.

Alright lads. Full reset has finished, with only one issue I can see. I have some type of driver issue for "PCI Device", "SM Bus Controller", and "Unknown device" Tried getting updates from Intel but it's telling me I'm all updated. I've seen a bunch of people with this issue but every solution...

I also want to mention that in Apex Legends for example, There is almost literally no difference in FPS between 1920 and 2k, both getting between 30-50 fps. I'd think that lowering from 2k to 1k, all other settings the same, I'd at least see some fps increase. 4k brings it down to 20-30 fps.

So I found preferred GPU in both Nvidia Control Panel and Windows' Graphics Settings, forced them both to use 980, with no change in performance. I also did what HWOC suggested which was to force games to use the 980, and to check if they were actually using it, with no change.

Ah, I was going to mention this when I posted it. I checked with a game running and it does tick to 3.0, but it seems like it only stayed at 3.0 for a second, then back down to 1.1, and back and forth. I also checked the Display GPU activity and confirmed at least Apex was using the 980.
