In my opinion, if we need to use the pc offline, then we can keep using Windows 10 without worries. In fact, a good av can keep us safe.
If we need the pc for online stuff, Linux is a good choice.
No OS is best. It depends upon requirements. If you want to use Windows OS for online acitivities, then Windows 11 is best choice as it'll be supported in future.
