That all seems right. You may want to turn down the details. AA should be turned down, smoke and other details and stuff like that if you want a better frame rate. Other people advertising a high frame rate probably didn't have everything cranked. Other than that, buy a better graphics card.

You could try this: Open up a real game, not a benchmark. Put it into the windowed version. Also open up any application you can use to measure the load on the gpu. Get into the game, and make sure there is a heavy load on the gpu. Also, check for temps. If it is too high it will underclock...
