to be quite honest any store bought HP, Dell etc are packed with less than stellar components. In certain cases proprietary making it difficult to upgrade potentially. Do yourself a favor and choose an actual pc gaming builder so you get a better bang for your buck and future upgrades if need be.

When you get into windows check the GPU temp, fan speeds, and clocks speeds at idle and under load. Try removing and reseating the GPU. Try another PCIE slot, Check monitor cables and monitor settings.
