Everytime I attempt to resize a window in win7 64bit they flicker? Any ideas on how to fix this?

I just wanted to ask whether the size of the heatsink is a important factor in it's cooling ability, or whether the large heatsinks used in gaming rigs are more for aesthetic purposes, rather than functionality?

I own this card and when it sits in the case, it hangs downward on its right side. The card seem to be poorly designed in that it doesn't sit vertically in the PCI slot, the chassis is too heavy and cause a tilt on one side. Does anyone else have this issue?
