i dont think the cpu is stuck at lower speed

the cpu is always 100% and the gpu drops 50 40 10 :(

all i want to know is why my gpu usage decreases when i lower my settings and also i get some frame drops i checked the temps both are good but idk the cpu max temp goes to 61 and then goes down the gpu 47 50 55 idk maybe its the gpu because i bought it from ebay
