    If you don't think you'll be using a PSU tester in the future and you are prepared to replace the PSU anyway I would save myself a step and just buy a PSU to try out. If it fixes the issue then you keep it, if not return it and you'll be closer to your answer at least.

    Can you try removing the device driver and/or reinstalling? Sounds like a software issue, and if the common denom. is the wifi card, then logic seems to dictate it would have to be the driver. Otherwise, something is very wrong with the card in which case I would suggest replacing it...

    Have you checked the power switch connector into the motherboard? Can't tell you how many times I've accidentally disconnected it while tooling around in a case and thought I broke something.

    Yeah I wasn't sure but I thought the 3070 might. In that case I would definitely try a different PSU just to be sure. At this point you're either in PSU or Mobo territory it sounds like since you can get the 3070 and 4070 to work on another rig.
