The sound is most definitely coming from the psu.

I ran both gpu and cpu test with no sound

So far I've messed with the gpu fans to make sure it wasn't them.

The issue turned out to be caused by the resource hogging Norton antivirus that came preinstalled. Deleting it fixed the issue.
