Thank God I found the culprit, MSI Dragon Center, was causing irregular clocks when opening games, and cpu fan 100% in iddle. Thank you for your answers.

If I run cinebench, runs perfectly, but If i open a game like cs go, it immediately throttles.

Im thinking if there's something related with Windows because when I open a game the cpu throttles back to 4.6ghz but if I only start Windows and run benchmarks it runs perfectly.

So can it really be psu ?
