I thought so . A do i need a psu for that cooler i mean 450W .or is that the tdp of the gpu that can support gpus up to 450 W

i have the r9 290 reference ,its loud , i could buy an gtx 560 ti oc with WINDFORCE 2X cooler for about 20 $ because the cooler works the card not . could i put that cooler on the r9 290 ? or are there coolers for the r9 290 to buy but im not going to spend alot money on that .
