Can i use any cpu cooler for any pc and any type of cpu?

I have the cpu cooler that came with it, i don't know what make it is

I am using win8. Okay can you tell me if this is the right process to changing my gpu (i have intergrated at the moment) Run in safe mode -> Go to device manager -> disable onboard graphics -> restart computer -> put in new graphics card -> boot pc up -> install drivers?
