    Have you cleaned your PC of dust? I remember having random slow downs long ago it was due to dust build up. Check temps and make sure all the fans are running as they should. Wouldn't hurt to try Windows 10 it might fix the issue.

    I just noticed you don't have a SSD listed. Do you have one? if not get one ASAP and install your OS there. Then you can use your hard drive solely for game installs. Hard Drives have hard a time keeping up running Windows AND your Games. That's likely why you have stutter problems.

    Google them .. Crystal Disk Info is a small program. You just run it and it automatically checks hard drives and SSD's for errors and health of the drives.     I would reinstall Windows to rule out any new software conflicts. I would just run the games nothing in the background to rule that out also.     Adaptive power management mode not working

    As far as I know Adaptive uses whatever clocks it thinks the game requires. So it's likely fully clocked because the game your running requires it. Either that or a new set of drivers has it working differently. I would revert back to a driver that you remember worked how you wanted.
