Should i go with 3900x or 3950x for hevc video encoding, is 3950x worth the extra price - i understand it has best binned silicon, better chance of silicon lottery, and that it runs a bit cooler than 3900x and consumes about the same in terms of power but, is it really worth it?

It keeps reseting itself to high perfomance even i set to balanced, go play one game and come back to see that its high perfomance again, why it is like that?
so i connected external hdd to computer because, wanted to update my stored files on there like pictures music and such, and in that process i deleted some files which i dont need from my computer, also from ''copy'' folder in the external hdd, after deleting them i went to recycle bin to empty...
