where to find them in windows?

I have an amd a8 with r5 graphics and 4gb ram. Got back to windows 10 after one and a half year to play games but the games that previously ran smooth on my laptop is now stuttering as hell. Like gta v and csgo I don't think it is an graphics issue cause my gta v is showing 1000/1700mb graphics...
