Solved! For some reason whenever I had my ram RGB setting to anything other than static in dragon center, it made weird beeping noises. I'm just relieved it wasn't a problem with my motherboard.

I had an old cooler master fan from a hyper 212 rgb black cpu cooler, and my pc only has two case fans so I decided to put my old cooler master fan in as a third fan. I plug it into sys_fan3, I don't plug the rgb cable in. I boot up my computer, and the fan runs fine. But I go closer to my pc...
