well it seems that the cause of this was the graphics driver thanks for helping me out. should known it my self but never ran to this kind of problem. ill be in touch if there is something new related to this problem :)

i formatted this pc couple of months ago because this problem that didnt help either. of and i have a broken wire in my gpu's cooler.wonder if that has something to do with it
