An update, I tried unplugging the hdmi cable from my t.v and plugging it into a monitor without restarting my pc. When I ran a game I had all resolutions to choose from with DX 11. So, I sat the resolution to 1920 x 1080, then I switched the HDMI cable again. I then had HD running with DX 11...
