    PC stuck on boot/bios

    Funny thing with HP computers that restart is not equal shutdown and power on. I had similar issue with HP laptop - resolved with complete power off and powering it on. Are you using bitlocker?

    Have you tried to clear CMOS? Try to find responding jumper in motherboard's manual.
