Advice on upgrading from a Radeon HD 6450

A R9 270 could run all those games fine though it is slightly over $200. It Can Definitely Max out Skyrim. http://www.newegg.ca/Product/Product.aspx?Item=N82E16814121823&AID=10657534&PID=3938566&SID=&nm_mc=AFC-C8junctionCA

    is a 290x better than a 7950

Did you mean R9 280x?If so yes runs faster but I'd go for a Asus R9 280x http://www.newegg.com/Product/Product.aspx?Item=N82E16814121803 faster than the stock R9 280x cards. If you meant a R9 290x Yes much better but runs hotter and consumes more power. Both are faster than 7950. R9 290x is...

which 7950 should i get for eyefinity on 3 720p res. monitors?

I'd go for an Asus R9 280x http://www.newegg.com/Product/Product.aspx?Item=N82E16814121803. Performs better than a 7950 and the 7970. I wouldn't go for a r9 280x toxic since it has increased power consumption.

    AMD Radeon GPU

The R9 280x Toxic by sapphire is the fastest 280x out there but has some crazy power consumption. http://www.anandtech.com/show/7406/the-sapphire-r9-280x-toxic-review/4 The ASUS R9 280x DC2T is probably your best option. It has performance somewhere in between the toxic and stock 280x. While...

    Crossfire 6950 or R9 280x?

I'd go with a R9 280x. For one it runs cooler and consumes less power. The 6950 doesn't farewell in BF4. A R9 280x would yield the highest performance increase at least if your going to play on ultra @ 1080 with AA . BF4 Benchmark

    Upgrading to i7 3770k

Do you really need an upgrade is the question. Your specs seem good enough. If its for gaming an upgrade from i5 to i7 would be have minimal impact on performance.

    Asus GeForce GTX660 ?

I'd probably op for a 7950 unless you have brand preference. The 7950 is now faster than the 660 ti and almost as powerful as the 670.

The the 580 is only one tier under the 7950. I doubt you would see much of an improvement if you upgraded to it.
