Will you use it for gaming? If yes. Change CPU to i5-4670k and RAM to 8 GB. Use the money you save to buy a fair 500-600W PSU like CX which will last 3 years+ or use more cash and buy a 600-700W high quality PSU which will last 7 years+. Will your Antec 400W work? Probably not.
