i would recommend cutting out the aio and going with a air cooler and upgrade to the gtx 1070.

I would go with the Ryzen 5 1600x just because solid works uses all of your cores and in terms of rendering times the more cores the better. so 8 cores and 16 threads will obviously beat out 4 cores and 8 threads.

The Dell Precision comes with a intel c602 motherboard which a Intel E5-2695 v2 is not compatible with this chipset motherboard. if you would like to keep those processors i would recommend going with a x79 board instead.
